Yes legal, you can transfer a license. I believe toontrack charges $10 per license. You can check their FAQ section or contact them to be sure of the cost though

I’ve just got the 3 SDX pack spring sale but have found I no longer have the space for all of the SDX’s I have. So have had to free up space. As a result I have these available to sell on. I don’t have an idea of what they’re worth, but as of now they’re in the cloud not being used at all, so figured if someone was after one of these, they’d have better use for them than I do.

I’ve not sold on an SDX before so advice on how it’s done would be appreciated also.
